About Benjamin

Benjamin Ndahirwa is a Lawyer and senior governance consultant with over 20 years of professional experience advising public institutions, development partners, private organizations, and civil society on governance, public policy, institutional development, strategic planning, regulatory compliance, and organizational transformation. His multidisciplinary background combines legal expertise with extensive leadership experience in public administration, strategic management, and institutional reform.

He holds a Bachelor of Laws (LL.B.), a Master of Business Administration (MBA) in Strategic Management, and a Bachelor's Degree in Education Sciences and Psychology. His legal training, complemented by extensive executive and consulting experience, enables him to provide practical, strategic, and legally sound solutions to complex institutional and governance challenge .

Benjamin has advised and led major strategic planning and institutional reform assignments for key public institutions in Rwanda, including the Rwanda Correctional Service (RCS), the Ministry of National Unity and Civic Engagement (MINUBUMWE), the Rwandan Parliamentarians' Network on Population and Development (RPRPD), and nationwide sector mapping initiatives commissioned by the Rwanda Nurses and Midwives Union (RNMU). His work spans legal and regulatory analysis, governance frameworks, institutional diagnostics, stakeholder engagement, policy development, and results-based management.

Prior to private practice, Benjamin held senior leadership positions within the Government of Rwanda, including Head of Planning and Monitoring & Evaluation at the Private Sector Federation (PSF), National Coordinator of the Local Government Coaching Programme at the Rwanda Governance Board (RGB), Planning Manager at the Rwanda Commercial Registration Services Agency (RCRSA), Patent and Industrial Design Officer at the Rwanda Development Board (RDB), and Deputy Mayor in charge of Finance and Economic Development. These roles have given him a deep understanding of administrative law, public sector governance, regulatory systems, institutional accountability, and public finance.
